all that is ahead. >>> tonight we begin with president obama's news conference in which we took on obama care and the threat by some republicans to try to shut down the government over it when they have no alternative plan. we'll get to that soon. but one area where president obama was really engaged today was the issue of surveillance and the national debate that has arisen, particularly since edward snowden leaked classified information. the president today describing four steps he would take to make the nsa both more transparent and more accountability including working with congress to tighten the patriot act, making sure someone represents civil liberties concerns before the powerful and secretive surveillance courts. making public the legal rationale for the government's collection activities and other steps to be more transparent about the government's surveillance program. and forming a group of outside experts to review the government's intelligence and communication technologies. the president went on to describe the questions over the balance between national security and indi

and they're all talking about defunding obama care. defunding obama care. defunding obama care. now, rand paul, who is a true tea party guy, has endorsed mitch mcconnell, but don't forget it was rand paul who originally ran against mitch mcconnell's handpicked guy in the last senate election in kentucky. now, rand paul can protect mitch some, but he can't necessarily protect him all the way. especially because mitch mcconnell has yet to sign on to this drive to bar all funding for obama care. that's a litmus test for the tea party people. >> that's a fascinating dynamic that's going to play out. everyone i've read on the right, people who i respect as sharp analytical thinkers who are still ideologues say this is madness, this won't work, don't do it. everyone seems to agree with that except for cruz, lee and paul. you're right it's going to be really interesting because paul can provide a little cover. how much cover and when paul turns the screws on something that's an issue, that is the big question to watch as we go forward. howard fineman of the "huffington post." thanks so

central time for a defund obama care town hall? who are the folks in that room that ted cruz is going to be speaking to? >> reporter: they're all supporters of the heritage foundation and heritage action. heritage action has a long history of being a really powerful group that actually does hold a lot of sway over republicans, especially in the house of representatives. so the people i've talked to here so far are really, you know, they're ardently against obama care, as they call it, the president's health care law. they're huge fans of ted cruz. most of the people that, you know, i spoke to who are trickling their way in are here particularly to see him. the heritage foundation is claiming that this is an oversold crowd. we'll see. they're still trickling into the ballroom behind me. there were pretty long lines to get in as i was walking over here. this event was supposed to have started a few minutes ago. we're running a little bit late. we'll see if they fill up the room and fill up the standing room as they promised. >> nbc n

the obama administration decided to delay parts of obama care for a year. after the dream act failed in congress, the obama administration decided to stop processing immigrants. they basically implemented the law. to republicans in congress, this is lawlessness. this is the executive branch stepping out of its bounds. the democrats in congress, it's the only way for the executive branch to govern amidst our republican party that refuses to work with this white house. this is why congressional gridlock is not like traffic gridlock. things move, laws get made. they're just not made the way they're supposed to be made. co author of the book, the broken branch, how congress is failing america, and how to get it back on track, thank you both for being here. maddie, i want to start with you, what do you think of these wavers, i imagine you're not a huge fan of them. >> this unilateral action by the executive branch. we're thinking on the right that this is problematic, i think the same thing was happening on the left during the george w. bush years. it was the sa

this is a content, republicans say they want to repeal obama care. guys like mike lee and ted cruz and the folks at heritage action are saying, okay, if you guys believe in that, let's try to do it not hold some empty symbolic vote to do it, but do it. the continuing resolution to prevent a government shutdown on september 30th, use that and force a vote on repealing obama care, where maybe middle ground is, you get to delay the individual mandate, the mandate that i have to buy what aetna is selling that's the idea. does the republican party stand for something? >> josh is shaking his head. >> this is not an actual point of leverage for them. the complaints have not come from squishy republicans who want to move off this fight and want to find ways to compromise with the president. what happens when you shut down the government, everybody in washington starts pointing fingers at each other about whose fault this is. this is going to blame the republicans because they've specifically said, we're going to shut down the government. >> the republicans l
